What’s been happening:

Since late 1996 I've been working in providing technical assistance in tax administration reform to foreign governments in Central and Eastern Europe, the former Soviet Union, Africa, south/southwest Asia, southeast Asia, and Latin America. Work has taken me to over 25 countries and allowed visits to almost twenty more. At present I am based in Fort Lauderdale, FL. 2008-2009 saw me working in Kabul, Afghanistan (for the second time) as part of the overall government restructuring program.
